Option A is CORRECT because (i) it deploys the Oracle database on EC2 instance by restoring the backups from S3 which is quick, and (ii) it generates the EBS volume of static content from Storage Gateway. Due to these points, option A meets the best RTO compared to all the remaining options. 
Option B is incorrect because restoring the backups from the Amazon Glacier will be slow and will not meet the RTO.
