When you look at the pricing for Azure Active Directory, you can create 50,000 objects as part of the free version. These objects include both users and groups. For the PREMIUM subscription, there are no object limits as shown below.
This article can also be used if you just want to request to increase the directory service quota in case you`re planning to have more than the allowed number of objects in a Microsoft cloud service such as Office 365, Azure, or Microsoft Intune, and you don`t use Active Directory synchronization. The current directory service quota in Azure Active Directory (Azure AD) is 50,000 objects.
