You can deploy your resources across multiple regions. In the event of a disaster and one region goes down, you will still have the other region available. 
The Microsoft documentation mentions the following. 

Option A is incorrect since this is pertinent to just a region and can’t be used for disaster recovery purposes. 
Option C is incorrect since this is used to logically group resources. 
Option D is incorrect since this is used for billing purposes.
